I want a green community?

This all started when I decided I wanted to build a green house, I've realised that my hometown could use more eco-friendly influence. I've seen ideas for subdivisions to develope the town going around alot latley because, due to finding oil around here, the town has suddenly boomed. Now more then ever, I think it would be good to have a green community…a subdivision of LEED certified sustainable houses, a community greenspace, and anything else I can think of for a strong eco-friendly community. I dont want or need it to be one of those places where you cant drive a gas car or eat meat…I'm happy to take this one little step at a time. Where would I get started? I know i need to draw up plans and present it to the town, but how do I do that in a convincing and proffesional manner? I dont have much money, influence, or traditional education, so I cant imagine that helps. Help please!
My first step would be to get your community involved so you're not in it all alone. I would make some posters with your ideas and concerns included on them. To get the best response, I would try to talk to someone at a local health food store or something similar where people are probably interested in these sorts of things.
Also, try contacting your local TV or radio station by phone or e-mail. Let them know what you want to do and see if they are interested in creating a little publicity for you.
Websites also help a lot. If you don't know how to make a website, you could just make a myspace accout for your idea. That way people can contact you.

The best way to make this happen would be to locate some grant money, from the government or private companies. I'm not really sure where you can find these at, but an internet search would probably be a good start. BP gave my university a huge grant for eco-friendly developments.
You could try oil companies (perhaps the one that drills in your town?), other companies, or even housing companies like United Built or Jim Walter Homes.
